Norway and Canada Strengthen Defense Cooperation

Two Danish F-35 fighter jets landed in Greenland for the first time on Wednesday, at Kangerlussuaq Airport, reports KNR.

They are training alongside American F-16s and Canadian F-18s.

A Danish F-35 pilot tells the Danish Defence that Arctic conditions pose particular challenges for operations. The weather can be harsh and unpredictable, while distances between airfields are vast.

The operation is also supported by a French aerial refuelling aircraft, a Danish surveillance aircraft and a NATO AWACS aircraft.

US President Donald Trump has previously criticised Denmark for insufficient security measures in Greenland, citing threats from Russia and China.

Canada’s Prime Minister Mark Carney will welcome the Prime Minister of Norway, Jonas Gahr Støre, to Ottawa, Ontario from September 20 to 21.

During the visit, the leaders will discuss opportunities to deepen the Canada-Norway partnership across key sectors, such as energy, critical minerals, and sovereign technology – including artificial intelligence and aerospace, a press release states.

“Prime Minister Carney and Prime Minister Støre will also advance Canada and Norway’s defence and security partnership. As Arctic nations and NATO Allies, they will discuss efforts to strengthen security and resilience in the Arctic and North Atlantic, modernise our defence capabilities, and bolster secure and resilient defence supply chains that support our collective security," states the press release.

“Canada and Norway are strong partners with growing ties in energy, defence, and technology. I look forward to hosting Prime Minister Støre as we deepen our economic relationship, strengthen the NATO Alliance, and create new opportunities for Canadian and Norwegian workers and businesses,” says Prime Minister Carney.

In the spring, Russian submarines simulated the deployment of new technology designed to disable critical undersea cables near Svalbard, the Norwegian archipelago in the Arctic Ocean. However, the Russian exercise was exposed and thwarted by Norway, the UK and the US, anonymous Western officials told Reuters.

More specifically, the exercise was reportedly conducted by Russia's Main Directorate for Deep-Sea Research (GUGI).

In April, the UK and Norway announced that they had been monitoring Russian submarines from the Kola Peninsula that attempted to map underwater infrastructure in the North Atlantic. The discovery of the new weapon near Svalbard and the US involvement have not been previously reported.

On Tuesday, the Canadian government announced that it will invest 405 million Canadian dollars in the Mackenzie Valley Highway project in the Northwest Territories.

The investment is being made through an Arctic Infrastructure Fund, and represents an important step toward establishing a continuous all-season transportation connection between the village of Wrigley and the city of Norman Wells.

“Safe and dependable transportation infrastructure is essential to strong, connected communities across Canada’s North and Arctic. This investment will help build more dependable connections, strengthen supply chains, create economic opportunities and improve access to essential services," says Steven MacKinnon, Canadian Minister of Transport, continuing:

"Through the Arctic Infrastructure Fund, we are investing in infrastructure that responds to the needs of northern and Indigenous communities while strengthening Canada’s resilience, security and sovereignty in the Arctic.”

Norway has eased restrictions that previously prevented allied surveillance aircraft from tracking Russian nuclear submarines operating out of bases on the Kola Peninsula, reports the Barents Observer.

The change means that allies can now operate closer to Norwegian areas than before, provided the missions are coordinated with Norwegian authorities.

The adjustment comes in response to an increased allied need for situational awareness in the Barents Sea and a more challenging security environment in the High North.

Norwegian authorities emphasize that operations will remain controlled and predictable.

The Canadian Coast Guard's largest and most powerful icebreaker, CCGS Louis S. St-Laurent, reached the North Pole on August 16.

The transit supports Canada's efforts to define its continental shelf and map its outer limits under the United Nations Convention on the Law of the Sea. During its voyage, the icebreaker collects high-resolution geoscientific and hydrographic data.

“The arrival of CCGS Louis S. St-Laurent at the North Pole is an important milestone that reflects Canada’s enduring commitment to the Arctic. Supported by the expertise of Canadian Coast Guard personnel, this mission advances scientific knowledge, strengthens our presence in the North, and reinforces Canada’s sovereignty and security,” says David J. McGuinty, Canadian Minister of National Defence.

For the first time in recent times, conscripts have been sent to an exercise in Greenland, where they will practice and train military skills in unfamiliar terrain, participate in operational service during the Arctic Endurance exercise, and collaborate with their Greenlandic colleagues in Arctic Basic Training (Arktisk Basisuddannelse).

Early in August, the first group of 11-month conscripts from the Schleswig Infantry Regiment landed at Nuuk Airport. For the first time, conscripts will participate in operational service during exercise Arctic Endurance, while also training and strengthening their soldier skills.

It is also the first time a team of conscripts has been deployed to Greenland.

Exercise Arctic Endurance is being conducted in close cooperation with the Greenlandic government, Naalakkersuisut. It has been decided to continue and strengthen the effort through 2026 by increasing the Danish Armed Forces' military presence and exercise activity in the Arctic and the North Atlantic. This is being done in close cooperation with several NATO allies, the Danish Armed Forces writes.

Major General Lars Lervik has been appointed Lieutenant General and new Chief of the Norwegian Intelligence Service.

This is stated in a press release from the Norwegian Armed Forces on Friday.

Lervik is currently the Chief of the Norwegian Army and takes on the role after Vice Admiral Nils Andreas Stensønes, who is retiring after leading the Intelligence Service since 2020.

"I am very pleased that Major General Lars Lervik has today been appointed as the new Chief of the Intelligence Service. Congratulations on the promotion to Lieutenant General and a new and important position. I am confident that the Intelligence Service has the right chief to lead and develop the organization further. At the same time, I would like to thank Vice Admiral Nils Andreas for his service and the enormous effort that has been made since he took office as Chief of the Intelligence Service," says Norway's Chief of Defence Eirik Kristoffersen about the appointment.

Lervik will assume the position from the date determined by the Norwegian Ministry of Defense.

Norwegian Minister of Defense Tore O. Sandvik had his first telephone conversation with the new British Secretary of State for Defence, Wes Streeting, on Thursday,

During the telephone meeting, security challenges in the High North and closer defense cooperation were high on the agenda, the Norwegian Ministry of Defense reports in a press release.

"Norway and the United Kingdom have strong cultural, geographical and historical ties. Together we have stood shoulder to shoulder throughout the 77 years of NATO's existence. We are now well underway in expanding our already strong and close defense cooperation," says Norway's Minister of Defense Tore O. Sandvik, adding:

"Together we are strengthening NATO's defense flank in the Arctic and the High North to secure Norway and our allies in turbulent times."

One of the main topics discussed was the further strengthening of the strategic defence cooperation between the UK and Norway through the Lunna House Agreement. This was signed in December 2025 and is the most comprehensive defence cooperation agreement that Norway and the UK have entered into in recent times.

Sandvik and Streeting also spoke about the need for continued support for Ukraine and European contributions to NATO, and the North European security cooperation Joint Expeditionary Force (JEF).

Canadian forces are now conducting Operation Nanook-Qimaavivut to enhance their ability to move personnel and equipment and provide operational support in the Arctic.

The operation, which will last until September, involves engineering reconnaissance and infrastructure assessments near Resolute Bay in Nunavut, survey of airfield conditions across the Canadian Arctic and site assessment salong the Labrador coast.

Information collected during the operation will support future operational planning and identify engineering, mobility, and sustainment requirements for conducting year-round operations in remote northern environments.

"Nanook-Qimaavivut is about enabling operations today and into the future. By improving access, mobility, and sustainment in challenging environments, we are improving how the CAF supports operations across the North while respecting local conditions and communities,” says Brigadier-General Marc Parent, Commander, Joint Task Force North.

The Nordland County Council in Northern Norway is allocating NOK 6 million to the Nordland Research Institute. The funds will go towards establishing a new research center: MEA – a research center for marine and coastal communities. The goal is for new knowledge to foster stronger local communities and green growth along the Nordland coast.

The project receiving this funding will run for three years. It is intended to lay the foundation for a permanent research center in the county.

The target audience includes municipalities, regional councils, the business sector, and coastal communities in Nordland.

"This is an important investment in the future of our coast," says Svein Øien Eggesvik (Centre Party), County Councilor for Business, in a press release.

Norway is strengthening its presence in Greenland and will open a Consulate General in Nuuk to further develop cooperation with Greenland at a time when the Arctic is gaining increasing strategic importance.

That is stated in a press release.

"The High North remains Norway’s most important strategic priority, and the Arctic is becoming increasingly important for international politics and security. Greenland is a close partner for Norway, and a Consulate General in Nuuk will strengthen both political contact and cooperation on shared interests in the region," said Norway's Prime Minister Jonas Gahr Støre.

"A Consulate General in Nuuk will give us closer contact with the Greenlandic authorities, the business community and civil society. It will strengthen cooperation in areas where Norway and Greenland already share strong interests, such as fisheries, maritime affairs and Indigenous peoples’ issues. It will also give us better opportunities to develop new areas of cooperation in the years ahead," said Norway’s Minister of Foreign Affairs Espen Barth Eide.

Norway has had an honorary consulate general in Nuuk since 1986.

On Friday 19 June, the Norwegian Coast Guard vessel KV Hopen will leave Bergen, Norway, to carry out Operation Arctic Cohesion 2026.

This is an extensive, international expedition that will strengthen cooperation between Arctic coast guards, the Norwegian Armed Forces states in a press release.

The voyage marks the start of a two-month expedition through the North Atlantic, during which Norway, together with partners in Iceland, the United States, Canada and Greenland, will carry out a number of activities, exercises and professional exchanges.

Operation Arctic Cohesion 2026 is a key part of the Arctic Coast Guard Forum (ACGF) collaboration, and will show how the coast guards in the Arctic cooperate in practice to safeguard safety, emergency preparedness and the environment in an increasingly active sea area.

"Security and emergency preparedness in the Arctic are created through practical cooperation. When coast guards from several nations train, sail and solve missions together, we strengthen our collective ability to ensure safety in some of the world's most demanding sea areas," says Deputy Commander of the Norwegian Coast Guard, Commander Ture Lehn.

"That is the situation now", says Norways Minister of Justice and Emergency Preparedness Astri Aas-Hansen (Labor).

She is asking 357 Norwegian municipalities to be ready, according to The National Defence Magazine.

Both she and the Directorate for Civil Protection and Emergency Preparedness (DSB) says that war is no longer just something to be see on a screen.

"We must all take stock of the security situation. Municipalities, counties, companies and all types of businesses must think: What do I need to plan and be prepared for in order to maintain as normal operations as possible in a crisis", says Aas-Hansen.

Two documents were released from the authorities to the municipalities.

DSB has prepared a guide on what are the tasks and jobs of Norwegian municipalities in the event of a fire. The second document is about practice.

DSB and the Norwegian government have looked at how Ukrainian society has functioned and organized itself after the full-scale invasion.

The guidelines for war training in all Norwegian municipalities are part of the government's Total Defence Year 2026.

Eight US senators and their staff visited the Norwegian Arctic archipelago Svalbard last weekend. This is reported by Svalbardposten, among others.

Democratic Senator Jeanne Shaheen and Republican Senator Lisa Murkowski led the delegation, which was invited by UiT, the Arctic University of Norway.

"We are here with a bipartisan message about the importance of our allies, and Norway is obviously one of them. The challenges in the Arctic are enormous, the Arctic is an enormous region, and the United States cannot solve everything alone. It is important that we can work together with our allies to solve the challenges we have in the Arctic," Shaheen tells the newspaper.

According to Svalbardposten, the agenda included a presentation of Arctic climate research, as well as visits to Isfjord Radio and UNIS - the university centre in Svalbard.

"When we see the Arctic warming and new dangers emerging in the Arctic, it is very important for us to get a better understanding of what those challenges are and to ensure that we have a bipartisan understanding of what the United States can do," says Shaheen.

The Norwegian Parliament's Committee on Business and Industry proposes that the government investigate the possibilities for a state-owned mineral company.

E24 writes that the red-green parties are asking the government to investigate a state-owned mineral company or fund for more control over Norway's mineral resources. However, there are different views on a state-owned mineral company or fund, says mineral policy spokesperson for the Labor Party, Tobias Hangaard Linge, to the newspaper.

He also highlights China's dominance in the mineral extraction and value chain today.

"We are in a situation where China dominates both the processing and extraction of some of the most critical minerals we need, both in green industry, in the technology we deal with, but also in the defense industry. Then Europe and Norway must take more responsibility for access to the important minerals," he says.

"This is a clear and important signal that Norway should take a more active role in the development of critical minerals. It is important to accelerate the development of Norwegian mineral projects, says Secretary Frode Engen in a press release from the Norwegian Confederation of Trade Unions – LO Norway.

"LO has been clear that we believe the state must contribute more. Both to realize projects and ensure the best possible utilization of resources. With this, the business committee delivers," says Engen.

The matter is scheduled to be discussed in the Norwegian Parliament on June 2.

During the Cold Response exercise in March, the police received many reports of drone sightings.

They accounted for 40 percent of suspicious incidents that, according to Lars Lindén, head of the intelligence and prevention section at the Tromsø police district, “are being investigated in light of the current security situation during Cold Response.”

This was reported by the National Defence Magazine.

The incidents concern both drones that are participating in the exercise and hostile drones that are engaged in information gathering for a foreign state.

The National Defence Magazine has been in contact with the police and the Norwegian Armed Forces following the exercise to find out what drone sightings they have mapped, in addition to the use of drones in the exercise itself.

However, neither the Norwegian Armed Forces nor the police have made any attempt to determine whether any of the sightings may actually be of a suspicious nature.

Norway's role in the High North was central when General Alexsus G. Grynkewich, NATO's Supreme Allied Commander Europe (SACEUR), visited Norway last week.

“Norway holds a unique geostrategic position and plays a central role as NATO’s eyes and ears in the Arctic. We could not do our job without Norwegian support,” said Grynkewich.

After meetings in Oslo with the Norwegian chief of defense, prime minister and minister of defense, the general travelled to Bodø, Northern Norway, to visit NATO's new combined air operations centre. There he received first-hand briefings on how Norwegian and allied air forces operate together in the High North.

On Tuesday, the EU and Norway held their fifth security and defense dialogue in Oslo, where cooperation in the Arctic was among the topics.

"We agreed to reinforce our preparedness to tackle evolving security risks, including in the Arctic region, and enhance our cooperation on critical sectors needed for civil-military interaction," the parties said in a joint statement.

They also referred to a new framework for dialogue between the EU and Norway on the Arctic, with the first meeting taking place this spring.

The meeting was co-chaired by Charles Fries, Deputy Secretary General for Peace, Security and Defence at the European External Action Service, and Eivind Vad Petersson, State Secretary in the Norwegian Ministry of Foreign Affairs.
